Diagram 3: Processes and main actors involvement in the redevelopment of the Vargas region

The case study in Venezuela will focus on the reconstruction after the 1999 landslides in the Vargas region, referred to as La Tragedia. The linear urbanized area of Vargas (El litoral), is composed out of various cities that are located on alluvial fans that were created by reoccurring landslides in the past. This naturally makes the whole area an precarious site to dwell.
Good work guys, those are pretty neat diagrams. However, one thing I didn't get about the last diagram was where and why some of the actor arrows ended. Are these continous processes or sharp endings? And which events are behind the ending of these lines and what's the importance of the grey changing at 2003? Neat though, a good diagram is after all supposed to trigger questions :)
